The Resilience Center model was established in 2005 through a partnership between the Government of Israel, key ministries, and the Israel Trauma Coalition. Serving as a vital resource for municipalities and communities, the Centers provide a comprehensive and seamless response across the entire continuum of resilience: from emergency preparedness, through crisis management, and into long-term recovery.
Emergencies, crises, and disasters have a profound impact on civilian populations, often resulting in post-traumatic and physical symptoms, reduced functioning, and impaired ability to create and maintain social relationships. The Resilience Centers strengthen both individual and community capacities, enabling the continuation of family and community life even in times of crisis. In doing so, they form a cornerstone in building a resilient society
The Resilience Centers serve as a central address for immediate, multi-disciplinary, and proactive intervention in times of crisis and emergency. They work to strengthen preparedness for traumatic events, provide professional support during emergencies, and accelerate the recovery processes of communities, families, and individuals as they return to normal life.
Today, Israel operates 15 Resilience Centers: in the Gaza Envelope and the South, in Judea and Samaria, a dedicated center for the Bedouin community, a dedicated center for the Arab community, and a national center that provides services to additional municipalities across the country.
The centers are staffed by professionals, community activists, and volunteers, all of whom undergo specialized training programs. These programs are based on years of expertise, as well as the accumulated knowledge and experience of leading trauma organizations in close collaboration with government ministries.

The work of Israel’s Resilience Centers is founded on three core pillars: Clinical Care, Community Resilience, and Emergency Preparedness. Together, these pillars ensure a comprehensive response, continuous support, and the strengthening of individual, organizational, and community resilience throughout all phases of crisis and recovery.
Emergency Preparedness: Resilience Center teams provide municipalities, professionals, and local populations with the knowledge and tools required for effective preparedness. Activities include mapping vulnerabilities and strengths, professional training, and establishing organizational and educational infrastructures to ensure readiness for emergencies.
Community Resilience: In both routine and times of crisis, the Centers work to build cohesive and resilient communities. This is achieved through resilience messaging, fostering local partnerships, mobilizing volunteers, supporting professional teams, and initiating community-based projects that promote solidarity and shared capacity for coping.
Clinical Care: The Centers deliver immediate and ongoing multi-disciplinary treatment for individuals of all ages. This includes first-line response for anxiety and acute distress, continued therapeutic care, family and individual counseling, home visits, and professional team support. In the aftermath of crisis, emphasis is placed on long-term recovery, lessons learned, and strengthening staff and community capacity in preparation for future emergencies
With the return to normality: The Resilience centers work to restore a sense of normalcy, through a broad therapeutic response, providing personal and organizational support to teams, initiating activities to strengthen community resilience and by preparing for the next emergency.
